The branch of Administrative
Services is one of the four Bureaus in the Office of the Sheriff. The
five distinct
units described below provide the majority of services performed by this
Bureau.
Inspection
and Control Division
The Inspection and Control Division will
conduct inspections of all elements and functions of the Office of the
Sheriff. Inspections and audits of specific operations will provide
comprehensive information to Administration that can be utilized to ensure
that Department objectives are met and those quality law enforcement
services are delivered in an efficient manner, consistent with existing
policy and law.
Inspection and Control exists to assist
management in the effective discharge of their responsibilities by
furnishing them with analysis, appraisals, counsel, recommendations and
pertinent comments concerning activities reviewed. This involves going
beyond examination of accounting or other records to obtain a full
understanding of the operation under review. Inspection and Control is
instrumental in organizational development by surveying current law
enforcement management theory and practice to compare department
procedures and systems against those in other jurisdictions.

Personnel
and Finance Division
This unit administers the
Department’s Personnel System, payroll and employee records. The unit is
also responsible for preparation and management of the Department’s
budget, contract management, affirmative actions, worker's compensation and
oversight of the county’s Small Business Enterprise and Local Business
Enterprise Program.

Planning and Research Division
The mission of the Planning
and Research Unit is to directly support the Sheriff and the Undersheriff
in coordination and completion of essential special projects or
assignments requiring substantial pre-planning or future forecasting of
sensitive and critical issues that may significantly impact or involve the
Office of the Sheriff.
Duties involve the
development, tracking and implementation of the Sheriff's Strategic Plan;
research and development for management training alternatives designed to
enhance leadership among command staff; research and development of an
improved employee performance appraisal system; studying the feasibility of
seeking a law enforcement national certification through the Commission on
Accreditation for Law Enforcement Agencies (C.A.L.E.A...) or similar
programs.
Additionally, the unit
represents the Office of the Sheriff through participation in several
county level community-based interest programs, frequently interacting
with numerous state and county law enforcement communities or programs.
The unit also acts as the legislative analyst for the Office of the
Sheriff by reviewing, tracking and writing letters of endorsement or
opposition concerning proposed legislation.

Professional
Standards Division
Unit responsibilities include
the formulation of policies and procedures, updating the department
manual, Internal Affairs, concealed weapons licensing and risk management
litigation.

Employee
Development Division
The responsibilities of the
Training Unit include coordination of in-service police and corrections
training, recruiting, and background investigations. The unit has assumed
the responsibility for law enforcement training from Los Medanos College.
In January 2002 the First P.O.S.T. Basic Law Enforcement Academy began
training through the Contra Costa Office of the Sheriff Law Enforcement
Training Center.
The Employee Relations Unit
interacts with Human Resources and conducts promotional testing and
assignment selections.

Sheriff's Photographer
Established February 2001, this single, non-sworn
technical position is under the management of both the Administrative
Bureau and the Forensic Services Division of the Office of the Sheriff.
The Sheriff's Photographer is expected to keep the Forensic Division and
Department advised as to technical advances in the field of photography
applicable to the mission of the Sheriff's Office.
Typical duties include:
- Maintenance of photographic and digital image files and
archives of the Department, utilizing computer-based systems.

- Prepare photographic evidence for presentation in Court which
may include testifying.
|
- Responsible for Sheriff's Department functions and special
events, such as Swearing-in-Ceremonies, promotions, Academy
Graduations, community events and Retirement Ceremonies.
