PROFESSIONAL VISITING

8:30 a.m. - 11 a.m., 1 p.m. -5 p.m.,
7:30 p.m. - 9 p.m.

POLICY

A. Contra Costa Detention Facilities shall provide the least restrictive
     environment for inmates to meet confidentially with their professional
     visitors without compromising facility security.

DEFINITIONS

A. COURT ORDERED VISITS: A visit ordered by a superior court
     judge of Contra Costa County or a federal court judge having
     jurisdiction over the inmate.

1. Non-contract visit only unless specified in the order.
 

B. PROFESSIONAL VISITS: Official visitors that are clearly
     identified as sworn law enforcement officials, probation and parole
     agents, licensed medical doctor, psychiatrist, psychologist or a
     licensed attorney.

1. Contact Visit authorized unless otherwise notified by
     Facility Commander or with the agreement of the
     professional visitor.

Private Investigators that are on the Facility Clearance List and shown to be authorized as having a contact visit, shall be granted the same privileges as a "Professional Visitor"

C. ASSOCIATE VISITS: A visit that occurs between an inmate and a
     bondsman, or a representative of an inmate's attorney of record, to
     include private investigators, assistants of private investigators and/or
     paralegals.

PROCEDURE

1. Visitors within the guidelines of this policy will not be required to schedule visits
     in advance.

2. Visitors within the guidelines of this policy shall be allowed to enter Contra Costa
     Detention Facilities at any time seven (7) days a week with the following
     exceptions:

a. Emergencies

b. Facility counts

c. Mealtimes

d. Lockdowns (not including cleanup lockdowns)

3. Visitors within in the guidelines of this policy will adhere to policy as listed in
     Custody Service Bureau General Visiting Rules.

4. Any documents given to the inmate must be inspected and approved by custody
    staff.

5. Professional visitors will be permitted to conduct official business with an inmate
    in contact visiting rooms.

a.  Professional visitors must provide identification and appropriate
     licensing documents upon request to detention staff.

b.  If a professional visitor is unable to provide the required
     identification, the visitor may still visit the inmate in a non-contact
     visiting room with the custody sergeant's approval.
   

6. Associate visitors will conduct all official business with an inmate in a non-contact
    visiting room.

a.  Representatives of attorneys must have in their possession a letter
     from the inmate's attorney, on the attorney's official letterhead,
     identifying the inmate they are seeing.

b.  Private investigators must present a valid and current driver license/
     identification card or California Private Investigator license.

  • Employees of licensed investigators may not be
    substituted and will not be authorized to visit.
     

  • Private Investigators that are on the Facility Clearance List and shown to be authorized as having a contact list, shall be granted the same privileges as a "Professional Visitor".
     

  • Private Investigator's with Contact Visiting Clearances must adhere to all contact visiting
    conditions in accordance with CSB Policy.
     

  • A Private Investigator's Contact Visiting Clearance
    must be renewed no later than January 30 and July 30 annually by the requesting agency.

•Failure to do so will result in
  revocation of all contact
  visiting privileges.

  • Paralegals working for the Public or Alternate Defender's Office must present a Public Defender/ Alternate defender identification card.
     

  • Bondsman must present valid identification and bondsman license.

EXCEPTION: Official visitors with official business at West County and Marsh Creek Detention Facilities may do so in specified contact visiting areas.


7. The Facility Commander shall have the authority to review and authorize visitors
     beyond the guidelines of this policy on a case-by-case basis.
