Opened in 2026, the WRTH building was built with both County and State funds and was primarily designed to treat and safely house our most vulnerable population. The WRTH building is located on the WCDF campus in the City of Richmond and houses up to 272 incarcerated individuals who have a variety of mental health, medical or security needs. Additionally, the WRTH building has numerous program spaces for Reentry services and a full medical and dental clinic. A family reunification center will also be part of the inmate programs available to qualified individuals throughout the Contra Costa County custody system.
Educational and vocational programs are provided through a contract between the Office of the Sheriff and the Contra Costa County Office of Education. The Office of Education maintains a full-time on-site Adult School staff comprised of a principal, numerous teachers, and administrative professionals.

Visitors must check in at the West County Detention Facility lobby. Up to three visitors may visit an inmate at one time and all visitors must be scheduled and at the facility no later than 30 minutes prior to the end of any visiting block. Failure to follow these regulations will result in cancellation of the visit.
